Summary


The WA Community Protection Waiver provides home and community-based services for individuals with developmental disabilities. Administered by the Washington State Department of Social & Health Services, it aims to promote client participation in the community while ensuring safety and habilitation needs are met. Eligibility includes being a DDA client, having a disability, and meeting financial criteria. Services offered encompass community participation, professional support, caregiving assistance, and necessary goods and services tailored to individual needs, with a focus on enabling clients to live independently within their communities.

Eligibility Requirements


  1. Be an eligible client of DDA.
  2. Have a disability according to criteria established in the Social Security Act.
  3. Apply for long-term care services/Medicaid and have verified income that does not exceed 300% of the SSI federal benefit standard.
  4. Have resources less than $2,000 or be in the Apple Health for Workers with Disabilities (HWD) program.
  5. Meet the level of care provided in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) as determined by the DDA assessment.
  6. A Person-Centered Service Plan (PCSP) shows how health, safety, and habilitation needs can be met in the community with a monthly waiver service and/or monthly monitoring.
  7. Agree to accept home and community-based services rather than an ICF/IID.

For Community Protection only, one must also:

  1. Be age 18 or older.
  2. Meet eligibility criteria in WAC.
